Joline Smith Frey "Packard"

Peacefully passed away surrounded by her family on Tuesday, May 12th, 2026, at Westchester Medical Center following a 5-month battle with pancreatic cancer. Joline was born on May 17, 1961 in Macedon, NY. She was the daughter of Gerald and Lynnette Smith of Macedon. Joline began her professional and distinguished career at St. Francis Hospital in Poughkeepsie, NY as a medical technologist after obtaining her B.S. in Medical Technology from RIT in 1983. She soon became recognized for her considerable technical and professional talents and progressed quickly, eventually holding leadership positions within hospital administration and the laboratory. Shortly after Westchester Medical Center (WMC) acquired Saint Francis in 2014, Joline became VP of Laboratory Services and later came back to Mid-Hudson Medical Center as Associate Executive Director in 2017. In her role as Executive Director, Joline guided Mid-Hudson through the COVID-19 pandemic, working tirelessly to organize testing sites and vaccine clinics. In 2023, her role as VP expanded to encompass all laboratories across the WMC network. Joline was incredibly articulate, compassionate, and determined. Even with her extended and constantly “on call” working hours, her heart and joy was being at the lake with her best friend and partner, Dale, the dogs, and her children and grandchildren. Joline loved boating, sitting on the dock with a good glass of wine, playing and laughing with the kids, and cheering them on during sporting events. Both personally and professionally, Joline touched countless lives through her unwavering dedication, compassion, courage and integrity. She was known as a loving mother, daughter, sister, sister-in-law, Nana, colleague, friend, mentor and ally.
In addition to her parents, Joline is survived by her partner in life Dale Martin, son Brian Frey and his wife Qi Zhou; daughter Brooke Graham and her husband Joe; stepson Kyle Martin and his wife Brianna, stepdaughter Shelby Munoz and her husband Alex; brother Gerry Smith and his daughters Samantha and Skyler, and by her beautiful grandchildren that filled her heart with love and joy; Jada Frey; Blake, Rae, and Joey Graham; and Myles, Lloyd , and Alenie Munoz, and soon to be baby boy Martin.
Visitation will be held at the Reformed Church of New Paltz, 92 Huguenot St, New Paltz, NY 12561, on Saturday, May 16th, 2026, from 1-3 pm and 4-6 pm, with service immediately following.
